Cost / impact
Property-level failure. NRD-lite equivalents (99-year lease plus restrictive covenants) are attached to a tenure basis now in dispute. Outstanding Earth Credits face reversal if the methodology cannot certify the disputed parcel. Buffer pool draw triggered if ECI falls below reversal threshold.
Prevention
CHT deployments explicitly deferred to Year 5+. Pre-deployment due diligence requires CS-SA-RS-BS title reconciliation, khatian certification, traditional-authority engagement at Raja/Headman/Karbari levels, and CHT specialist counsel before any CHT engagement.
Mitigation
Per-property isolation contains financial damage to the affected DAO. Buffer pool at frontier contribution rate absorbs credit-side loss. Methodology stewards verify whether ECI remains certifiable on any undisputed portion of the parcel. NRD-lite enforcement against the acquiring party may be available depending on the commission ruling's scope.
Residual risk
Real but deferred. The architecture explicitly labels CHT as not-first-wave. Residual risk on any eventual CHT deployment is inherent to contested customary tenure and cannot be engineered away.
